Uttar Pradesh Congress is once again trying to reconnect with its traditional voter base. This time, the party is focusing on farm fields, village gatherings, and caste dynamics to regain ground. Combining Rahul Gandhi’s popularity, sympathy from farmers’ movements, and the party’s new organizational structure, Congress has crafted a broad strategy for the 2027 Assembly elections.
On October 6, the “Kisan Nyay Yoddha Conference” was held at the Congress State Headquarters on Mall Avenue, Lucknow. The event introduced newly appointed office-bearers, Kisan Nyay Yoddhas, and Digital Kisan Yoddhas. Prominent attendees included AICC General Secretary and UP Incharge Avinash Pandey, UP Congress President Ajay Rai, and All India Kisan Congress Vice President Akhilesh Shukla.
The conference discussed ten major demands of farmers, including legal guarantee of MSP, increase in sugarcane prices, reduction of electricity costs and return of smart meters, crop insurance via government companies, canal cleaning and water availability for irrigation, loan waivers, stopping exploitation by moneylenders, fair prices for dairy producers, employment for rural youth, connecting farmers to food processing and cold storage projects, and compensation under the Land Acquisition Act 2013.
Avinash Pandey emphasized reviving Congress’ connection with farmers. The conference also launched the “Digital Kisan Nyay Yoddha” campaign to ensure party policies reach every village and farmers’ issues reach the party directly. Akhilesh Shukla added that Kisan Nyay Yoddhas and Digital Yoddhas would deliver Rahul Gandhi’s messages door-to-door and play a role in forming a Congress government in the upcoming elections.
The event also saw the launch of a “Vote Chor Gaddi Chhodo” signature campaign, where thousands of farmers protested against the BJP and the Election Commission. This was a political message, not just organizational, signaling Congress’ return to grassroots resistance.
The party has also started direct dialogues with various castes and communities to regain its lost social base. October and November will see community-specific meetings with influential leaders, thinkers, and representatives from Jats, Gujars, Pasis, Nishads, Lodhis, and others. The first major event is scheduled for October 14 in Muzaffarnagar, considered the center of Jat politics.
Avinash Pandey stressed that organization is Congress’ real strength. With this in mind, the party aims to appoint 1.978 million office-bearers by December across state, district, block, mandal, and booth levels. So far, appointments are underway in 8,000 mandals, and about 150,000 booths already have office-bearers.
To strengthen grassroots organization, Congress will field candidates in Ward Council, Gram Panchayat, and Area Panchayat elections, helping activate local workers. This will also ensure Panchayat, Mandal, and Block-level workers are engaged and motivated.
Additionally, Congress is preparing for MLC and local body elections, announcing candidates for 11 constituencies, including five graduate and six teacher constituencies. A “Connect Center” has been established to help with voter forms and candidate outreach. Manish Hindavi, VP of UP Congress Media, will coordinate the center. The Teachers’ Cell has also drafted a plan for teacher-related agitation, including a proposed Legislative Assembly building protest in December.
Next year’s Panchayat elections are being treated as the “semi-final” of 2027 preparation. Congress will contest approximately 3,500 seats across 75 Zilla Panchayats, 826 blocks, and around 58,000 Panchayats. Senior leaders emphasize that names will not be imposed from above; local elections will identify leaders from the ground.
This reorganization reflects a strategic shift, focusing on who is joining the party rather than who is leaving. New leaders, including women and youth, are being given responsibilities in areas like Varanasi and Prayagraj. Avinash Pandey notes, “Rahul Gandhi is a symbol of hope for farmers and youth, and his acceptance boosts our confidence to revive the organization.”
Congress believes that a strong booth-level organization could translate Rahul Gandhi’s national image into electoral strength. Uttar Pradesh’s path to power goes through villages and farmlands, and this time, Congress is betting on a long-term organizational structure rather than short-term waves.
