New Delhi, Hundreds of teaching and non-teaching employees of Jamia Millia Islamia (JMI) on Friday submitted a joint complaint at Jamia Nagar Police Station, seeking registration of an FIR against Mr. Bhupendra Pal Singh Chamar, International President of Vishwa Dalit Parishad (World Dalit Council), Mr. Haris ul Haq and four others for allegedly spreading defamatory and fabricated content against JMI Registrar Prof. Md. Mahtab Alam Rizvi.
The employees, including Deans, Heads of Departments, Directors of Centres, professors and administrative officers, first endorsed and signed a joint representation before marching to the police station in the evening. The delegation handed over the complaint, along with supporting documents, to the SHO and sought prompt legal action under relevant provisions of law.
According to the complaint, the accused allegedly used digital communication platforms, messaging groups and web platforms to circulate what the employees described as false allegations, forged administrative circulars and distorted accounts of routine university decisions, allegedly with the intention of damaging the Registrar’s reputation and undermining the administration.
The complaint further alleges that Mr. Haris ul Haq had previously faced disciplinary action, including suspension, over alleged indiscipline and activities that disrupted the academic environment. It also alleges that Mr. Bhupendra Pal Singh Chamar and the other named individuals coordinated an online campaign against Prof. Rizvi. These are allegations contained in the joint representation and remain subject to investigation.
The employees said the alleged campaign followed the Registrar’s strict adherence to institutional rules and regulations. They maintained that attempts to circumvent established procedures and seek undue favours were resisted, after which, according to the complaint, a campaign of character assassination was launched against Prof. Rizvi.
Prof. Rizvi, who has nearly a decade of association with Jamia, has served as Director of the Nelson Mandela Centre for Peace and Conflict Resolution and has also held research positions at the Manohar Parrikar Institute for Defence Studies and Analyses. Since assuming charge as Registrar, he has focused on institutional integrity, regulatory compliance, merit-based administration and fiscal accountability, the employees said.
The delegation also submitted annexures containing screenshots of allegedly objectionable posts, purported forged circulars, records relating to alleged unauthorised fund collections and previous disciplinary orders concerning the named individuals.
The joint representation seeks registration of an FIR under relevant criminal and information-technology laws, including provisions relating to alleged defamation, conspiracy, forgery and intentional insult.
The employees expressed confidence in the Delhi Police and the judicial system and urged an impartial investigation into the allegations. They said the collective action reflected their solidarity with the Registrar and their commitment to maintaining the dignity, harmony and institutional integrity of Jamia Millia Islamia.
